L-M-S URBAN SCALE
The objective of this project was to examine the multifaceted process of transforming the degraded industrial sites and warehouses of Grochow District, Warsaw, Poland. The project proposes site development strategy based on negotiation process in which Warsaw city council plays a role of mediator between private sector and local communities. The development of Podskarbinska site is presented on three different levels, starting with a district one (Large), through project site (Medium) and ending with the one of existing post-industrial, cultural and sport facilities on-site and in its vicinity (Small). The proposal envisions an extensive revitalization of above-mentioned structures and their inclusion in proposed thirteen new blocks. These new blocks have dual nature, each comprising a green periphery and inserted built structures. They are characterised by a high degree of flexibility allowing the above-named negotiators to shape them according to their needs. Considered important already existing buildings are revamped for subsequent use. Accordingly, new public functions are introduced in large-scale green areas. The project offers a strategy that encompasses public mediation and reinsertion of local unemployed residents into work market. It also implies preserving the industrial character of built-up areas as well as assigning new educational and cultural functions to them.
